Digital competence framework for citizens

The Digital Competence Framework for Citizens (DigComp) explains the key skills, knowledge, and attitudes needed to succeed in today’s digital world. DigComp is a free resource that Queensland Government agencies can use to improve workforce skills.

Using DigComp in the Queensland public sector

To deliver fully digital services, staff need strong digital skills. DigComp provides a clear framework to:

  • build foundational skills: ensure baseline digital literacy across roles so all employees are proficient in core skills.
  • support frontline workers: equip employees with the skills effectively use digital systems for service delivery.
  • advance the Digital 1st initiative: foster a digitally confident and capable workforce.
  • enhance adaptability: prepare employees to effectively use automated systems and digital productivity tools.

DigComp provides a clear and practical way to build digital skills for public sector workers through:

  • Training and development: create induction and ongoing development programs that focus on essential digital skills.
  • Capability self-assessments: enable employees to assess their digital skill levels and identify areas for growth.
  • Role expectations: define digital literacy requirements for entry-level and general roles that don’t require specialised digital expertise.
  • Cross-agency collaboration: establish a shared digital literacy standard, aligning skills and training across agencies.
  • Cybersecurity awareness: integrate the "safety" competence area to address and prepare for growing threats in the digital environment.

Key capability areas

The framework focuses on 5 areas of digital competence:

  • Information and data literacy: finding, evaluating, and managing digital information.
  • Communication and collaboration: effective use of digital tools to interact with others.
  • Digital content creation: creating, editing, and sharing digital content responsibly.
  • Safety (Cybersecurity): protecting devices, data, and identity.
  • Problem solving: using digital tools to identify and solve challenges.
