Digital capability framework
The Queensland public sector digital capability framework (DCF) helps build a digitally skilled and adaptable public sector workforce. It supports employees and leaders to keep pace with evolving technologies, improve service delivery, and drive innovation.
The framework
Provides a simple and practical way to build digital skills for:
- Individuals: skills and confidence to use technology in everyday work
- Leaders: capability to guide teams and plan for the future
- Organisations: workforce-wide skills that support transformation and better services.

Who can use it
The framework is for everyone in the Queensland public sector – whether you’re building your own skills, leading a team, or planning organisational change. Digital capability enables individuals, leaders and organisations to thrive in today’s digital world.
- Individuals: digital capability helps you stay relevant in your job, access online services, and use technology effectively at work and in daily life. These skills range from basic tasks like using devices and online platforms, to intermediate skills like web design, online collaboration, digital marketing, and even advanced technical skills for specialised roles.
- Leaders: strong digital skills help you make better decisions, plan for the future, and guide your team through digital changes. Leaders can encourage their teams to grow their digital skills and help the sector adapt to new challenges.
