Add your agency credentials to the Digital Licence app

As you onboard your agency’s credential onto the Queensland Digital Licence app, the Department of Customer Services, Open Data and Small and Family Business (CDSB) will guide you through the process.
Getting started
The first step in digitising your credentials is to contact the Digital Licence team within CDSB to arrange a meeting.
This helps both parties understand:
- what credentials you manage
- what credentials you're interested in digitising for inclusion in the app
- what your customers' needs are
- technical readiness and operational viability
- what support you might need to get started.

How to prepare
To prepare for this meeting, you should come ready to discuss:
- the credentials your agency issues and how customers use them
- your customers' needs, support expectations and communication considerations
- any legal or regulatory requirements
- your current credential systems and integration capability
- available resourcing, funding constraints and timeframes
- any dependencies on other projects or upgrades.
This conversation helps everyone understand the complexity, risks and support needs and will help to assess if onboarding into the app is appropriate.
Partnering with us
If onboarding seems feasible, we’ll work with you to create a development Memorandum of Understanding (MoU).
The development MoU defines:
- roles and responsibilities
- legal, privacy, and confidentiality requirements
- governance and reporting expectations
- costs (if relevant), resourcing, and assurance
- how we will work together, including how to manage changes or issues.
The MoU supports collaboration but does not transfer accountability. Your agency remains responsible for your delivery, governance, and benefits realisation.
Once the MoU is executed, we'll give access to relevant systems, documentation and collaboration tools to support delivery activities.
Planning for onboarding
Your agency’s responsibility
Your agency is responsible for:
- defining requirements and outcomes (within the app’s existing frameworks)
- determining delivery approach (formal project delivery or BAU)
- providing product, technical, change, and business resources
- planning testing, communications, and operational readiness.
How CDSB supports you
CDSB can:
- provide guidance materials and templates (architecture, governance, delivery)
- facilitate collaborative workshops to support planning
- review plans and designs for alignment with the app and platform standards
- offer advice to reduce risk and complexity.
We’ll work in partnership with you during the project, providing support and advice to help inform decision‑making. Your agency is responsible for leading and delivering the work.
Preparing for delivery
Before delivery starts, your agency should have:
- budget secured
- internal governance arrangements in place
- a clear delivery plan and resourcing model
- agreement on delivery approach and release strategy
- clarity on testing, support, and change management responsibilities.
Once these foundations are in place, you're ready to move into delivery.
