People experiencing homelessness are more exposed to the risks from disaster events such as floods, cyclones and bushfires. Supporting people at risk to be prepared for a disaster can help save lives and build resilience.

The Queensland Government partnered with The University of Sydney, Queenslanders with Disability Network and the Community Services Industry Alliance to develop a Person-Centred Emergency Preparedness (P-CEP) Homelessness Outreach toolkit including an outreach guide, videos, and learning modules.

The community services sector, local government and emergency services, play a significant role in helping people in disaster-affected communities.

These resources will provide the sector with practical tools to:

  • learn ways to support people at risk, or experiencing homelessness to prepare for and recover from disaster
  • develop emergency plans that are inclusive of the needs of people experiencing homelessness, so they are supported before, during and after disaster.

Development of the resources follows extensive consultation with people who have experienced or are experiencing homelessness and draws on the expertise of people across emergency services, community service organisations, and local government.
