Purpose

This Queensland Government Enterprise Architecture (QGEA) policy seeks to ensure a structured, effective and consistent approach for portfolio, program and project management is adopted across the Queensland Government. The establishment of consistent processes supports the conditions that enable successful governance to improve program and project delivery and services across the Queensland Government.

The Queensland Government will adopt a structured, effective and consistent approach when managing portfolios, programs and projects.

Policy benefits

The implementation of effective and consistent portfolio, program and project management will:

  • provide consistent processes for decision making, evaluation and management of project, program and portfolio activities
  • support the foundation for informed portfolio management and analysis of agency and whole-of-government investments
  • assist with the application of appropriate and consistent gated assurance processes.
  • reduce the risk of program and project failure and increase the realisation of benefits.
  • enhance transferability of project, program and portfolio skills and information across the sector.

Applicability

This policy applies to all Queensland Government departments (as defined by the Public Sector Act 2022). Accountable officers (not already in scope of the Public Sector Act 2022) and statutory bodies under the Financial and Performance Management Standard 2019 must have regard to this policy in the context of internal controls, financial information management systems and risk management. Scope

This policy applies to ICT or ICT-enabled initiatives.

ICT-enabled initiatives are focused on delivering improvements to the way of doing business, using ICT as an element. Any initiative requiring information technology and/or communications technology to realise outputs, outcomes and/or benefits is considered ICT-enabled.

Policy requirements

Policy requirement 1: Effective and consistent portfolio, program and project management

Agencies must use project, program and portfolio management methodologies, endorsed by the Queensland Government Customer and Digital Group, for all ICT or ICT-enabled initiatives.

Advice

The Queensland Government Customer and Digital group currently endorses the AXELOS P3O and associated methodologies that can be accessed by Queensland Government agencies only via the QGEA Portal.

Agencies should maintain an appropriate P3O maturity level to maximise the delivery of value and manage risk. The P3O suites align to the P3M3 maturity model and agencies should periodically review maturity against a target maturity level that considers whole-of-government priorities and agency objectives.

It is recognised that level 3: Defined process is an appropriate level to provide an organisation with centrally controlled processes and enables portfolios and individual programs and projects to scale and adapt these processes to suit their particular circumstances. However, agencies should undertake a risk assessment and determine an appropriate target maturity level to achieve and maintain.

This QGEA policy is published within the QGEA which is administered by the Queensland Government Customer and Digital Group. It was developed by the Queensland Government Chief Information Office and approved by the Queensland Government Chief Information Officer.

Implementation

This policy comes into effect from the issue date.
