ICT category templates
Under Queensland Procurement Policy agencies must use the appropriate template for the procurement category. The QITC framework applies to all ICT purchases by budget sector agencies, statutory bodies, and public sector companies as defined in the policy.
Ways to buy ICT products and services
You can buy ICT products and services by using the Invitation to Offer (ITO) template or purchase from a Standing Offer Arrangement (SOA).
Invitation to Offer (ITO) template
- Use the Invitation to Offer (ITO) template for purchasing ICT products or services under the QITC framework.
- For routine procurement you can use a Request for Quote (RFQ), applying the QITC framework for the resulting contract. A new QITC RFQ template will be available by December 2026.
- Buyers should also refer to buyers guides for specific guidance.
Choose the right contract
The QITC framework allows you to choose the contract type that reflects the risk and value of your procurement.
There are 4 different contract types you can use:
- General contract
- For low-risk procurements.
- Formed by attaching relevant modules and schedules to the General Contract details.
- Comprehensive contract
- For moderate to high-risk procurements, regardless of value.
- Formed by attaching relevant modules and schedules to the Comprehensive Contract details.
- Supplier's terms and conditions
- For low-risk procurements under $100,000.
- Use the supplier terms and conditions guidelines to assess suitability.
- Bespoke contract
- Limited to high-risk, high-value procurements with customised terms.
- Tailor the QITC Comprehensive Contract conditions and remove the QITC branding.
- Legal advice is highly recommended.
- Contract management controls should be established to reflect the risks introduced by the bespoke contract.
Once you have chosen the right contract type, use the QITC templates to form your contract.
Creating a new QITC Standing Offer Arrangement (SOA)
You must obtain ICT Category Council endorsement before establishing an ICT SOA as per Queensland Procurement Policy.
To establish an ICT SOA under the framework use QITC Standing Offer Arrangements Conditions and Details document.
