State Government Entities Certified Agreement
The State Government Entities Certified Agreement 2023 (Core Agreement) nominally expired on 30 June 2026. Updates about the negotiations for the replacement agreement will be posted on this page.
Update as at 31 July 2026
The Queensland Government has been constructively meeting with union representatives since January 2026 to settle negotiations for the proposed State Government Entities Certified Agreement 2026 (Core Agreement). After approximately 15 central meetings and 40 entity specific bargaining meetings, the Government made an offer on 30 June 2026 to achieve early resolution.
On 31 July 2026, Together Queensland, Industrial Union of Employees, advised it did not accept the fair and reasonable Offer Government made to unions. As a result, the Offer has now lapsed and negotiations will continue.
The Offer, combined with the initiatives being delivered by this Government, provided adequate protections and fair conditions of employment and supported the Government’s vision for a stronger public service and supporting employees under the Core Agreement.
The Offer included wage enhancements over the life of the proposed Core Agreement that would have provided employees with no less than an 8.5% increase to their agreement wages and up to 10.5% where further wage increases attributable to the Consumer Price Index (CPI) Uplift Adjustment (CUA) were payable. The Offer also included a package of commitments designed to support the parties to collaboratively progress matters discussed during negotiations in the workplace.
Government sought to secure in-principle agreement by 31 July 2026 to ensure a first increase of 3.5% was backdated to 1 July 2026 and paid to employees as soon as possible after certification. Further, so that work could commence on delivering the enhancements provided through the Offer, and employees could be provided certainty of terms and conditions of employment.
Unions were advised in the Offer that if not agreed in-principle by 31 July 2026, the effect of Public Sector Wages Policy is that the first wage increase will apply from the first day of the month in which in-principle agreement is reached by all unions. Together Queensland’s rejection of the Offer means backpay to 1 July 2026 is no longer available.
