The Procurement Assurance Model (PAM) Framework aims to ensure suppliers’ meet their commitments to Queensland Government Supplier Code of Conduct (the Code), which outlines clear expectations and standards required of businesses when supplying to the government.
The Ethical Supplier Mandate transitioned to the new Procurement Assurance Model on 1 January 2026 to align with commencement of the new Queensland Procurement Policy 2026.
Note: references to the ‘Capital Works Management Framework’ in the PAM Framework will be replaced by the ‘Building Policy Framework’.
A prequalified supplier is now defined as a supplier who is:
- Registered with the Prequalification System of the Building Policy Framework
- Registered with the National Prequalification System for Civil (Road and Bridge) Construction Contracts, or
- Listed as supplying under a common use supply arrangement published in the Queensland Government Arrangements Directory (QGAD).
