Disaster Management Transition Newsletter, Edition 14 (30 November 2023)


Moving forward into integration

We want to take this opportunity to thank you once again for your patience, participation, and enthusiasm, as we collectively worked together to complete Phase 2. We acknowledge some staff may still be experiencing technical difficulties. We ask that any ongoing matters are raised via RIT.DMProjects@police.qld.gov.au. Our team will assist with outstanding matters.

With staff and most functions now having shifted, the RIT DM Project Team will turn their attention to the final phase, which will see the transition of ICT systems and the Australian Warnings System (AWS) to QPS, and the remaining disaster management functions to the Queensland Reconstruction Authority (QRA).

Up until now, this newsletter has focused on updating transitioning staff about what changes may affect them as they moved from QFES to QPS. This will continue to be the case as we progress through Phase 3, however we will start to handover the reigns to the Command as more staff come onboard.

Induction session

The EMCC induction session was held on Thursday 16 November which saw a range of speakers from across QPS. Each provided an overview on their respective areas and an explanation of what services are available to staff.

Assistant Commissioner Ben Marcus emphasised the importance of teamwork. He acknowledged that the transition has come with its challenges, and he has commended everyone for seeing it through. While the corporate transition is now complete, our journey has only just begun.

Uniform updates

The new EMCC uniforms have been distributed and are on their way to operational staff. Due to stock availability and logistics, this may arrive in separate packages.

If you have yet to receive your full complement of uniforms, please let us know. Please do not mix and match with the QFES and QPS uniforms.

Uniforms are to be worn on all formal occasions by operational staff.

When the SDCC is activated, staff will be requested to wear the supplied corporate event shirt.

Other updates relating to uniforms include:

  • We have requested epaulette samples to ensure a closer colour alignment with the arm patches
  • Samples for new bucket hats and caps are expected to arrive in January

HR updates

For anyone continuing to have difficulties with Aurion access, timesheets, or leave – please email a screenshot of the issue and a brief explanation to alvayero.nuria@police.qld.gov.au and include RIT.DMProjects@police.qld.gov.au in your email.

Finance updates

Cabcharge Account 

A Cabcharge account has been set up, ready for use as operationally required. To access this, please email admin.emcc@police.qld.gov.au with your request, and the relevant BSO will issue a Cabcharge voucher to your mobile phone.


ICT Troubleshooting

We acknowledge some staff may still be experiencing technical difficulties. We encourage you to refer to the ICT Fact Sheets as this captures existing work-arounds that have been designed to assist during the interim transition. In order to access this, you will need to switch to your QPS environment.

If technical issues continue to occur, please forward the BOSS ticket/s and/or any additional information to RIT.DMProjects@police.qld.gov.au. Our team will assist with escalating the matters through the dedicated transition technical teams. We recommend this approach to limit any confusion between technical teams not being across the transition requirements.


EMCC Administration Officers and Business Support Officers

A special welcome to the Administration Officers and Business Support Officers (BSOs) who have recently joined the Command.

Each portfolio within the Command has a dedicated BSO, and some teams have additional support through the Administration Officers.

Administration support for regions will continue to be sourced through QFES until permanent support options are achieved in the new Command. Administration support will not be provided regionally through QPS at this stage, unless deemed as a requirement into the future. All queries or additional requests for support are to be sent to the Manager, Emergency Management.

New starting joining the command

Recruitment for vacant positions is in full swing. We’re on track for seeing a full complement achieved by March 2024.

Managers will advise and  lead orientation for any new starters to your team.

QRA Transition

As part of Queensland’s disaster management reforms, some activities delivered by QFES will transition to QRA.

These relate to hazard and risk, community engagement and education, and community awareness campaigns, and were identified due to their alignment with QRA’s existing services, including the Get Ready Queensland program. These activities also complement QRA’s existing remit in disaster recovery and resilience building and will be delivered by QRA from 30 June 2024.

Over the coming months additional staff will be recruited to support these activities. Career opportunities at QRA will be shared on smartjobs.qld.gov.au.

The RIT Goes Global

He’s been providing stability for the disaster management transition project since its inception. Now, Chief Superintendent John Bosnjak has taken his show on the road.

Reminders for Kedron based staff

Cleaning services

Facilities have recently been experiencing problems with bugs and pests. Please ensure you remove your under-desk bin daily to help keep nasties away from the office environment. Food scraps, coffee cups, etc do not belong in these bins.

Additional cleaning services have been arranged to keep our workspaces tidy. If you notice any areas that may require further attention, please contact your BSO to arrange the cleaning services.

Office accommodation update

The RIT Team is working closely with the QPS Facilities team to finalise the move for the Exercise and Capability teams within the Capability, Development & Assurance function. This will have a flow-on effect, allowing remaining EMCC staff to move into their allocated work spaces.

Work is underway to finalise the fit-out of Breakout Room 2 to convert this to a multi-use space and to install a new work area for the Spatial Information Services (SIS) Team to collocate with the Geographic Information Services (GIS) Team.

It is expected that this will be completed by end of January. Once the remaining works are complete, this will enable remaining staff movements within the SDMC.
