Workforce Analysis and Collection Application (WACA)
The Workforce Analysis and Collection Application (WACA) is a workforce information database for agencies to enter and validate their Minimum Obligatory Human Resource Information (MOHRI) or Equality of Employment Opportunity (EEO) data.
The WACA Reporting Service provides access to reports at the end of each data collection and validation period.
To access the WACA you must be responsible for submitting your agency's MOHRI or EEO data. Access to the WACA is password protected.

WACA Reporting Service
The WACA Reporting Service is an online portal that provides links to interactive benchmarking reports. In reports, data is displayed at aggregate levels not employee record level.
The Public Service Commission (PSC) provides support for the WACA Reporting Service from 9am – 4pm, Monday to Friday (excluding public holidays). For technical support, password or login help, or data interpretation advice, email email@example.com.
Benefits of the WACA Reporting Service
The WACA Reporting service provides online access to public service wide workforce performance benchmarking data. Most report views show an agency's performance against that of the Queensland public service. Some report views identify the performance of all agencies (ie agencies are individually identified).
Access is available at any time from any computer with an internet connection (excluding scheduled maintenance periods).
Access to comprehensive report content including:
- size and composition of the workforce
- permanent separations from the Queensland public sector
- new recruits
- unscheduled leave (sick leave; carer's leave; workers' compensation; total absenteeism)
- scheduled leave (recreation leave; purchased leave)
- average age and five year age cohorts
- average Queensland Public Service tenure and five year tenure cohorts
- earnings and salary information
- diversity information (ie women; self-identifying Indigenous employees; self- identifying people from a non-English speaking background; and self-identifying people with a disability).
Measures are shown in a variety of ways including values, proportions, quartiles, rankings. Measures may be shown in tabular or graphical format.
There is access to as much historic agency data as possible even given the constraints of machinery-of-government changes on trend analysis.
Setting up a user account
To access the WACA Reporting Service, an agency (the human resources director or their authorised delegate) must sign a Service Level Agreement (SLA) with the PSC. The SLA details the agency responsibilities, and the licensing requirements, fee schedule and services supplied by the PSC.
When an agency has signed an SLA and paid the relevant service fees, users will be issued with a WACA Reporting Service user account. A user account consists of a username and a password.
There is a service fee of $5,958.54 excluding GST. The service fee is per user. For agencies with more than one user the service fee is multiplied out by the number of users e.g. 2 users in one agency = service fee of $11,917.08. This service fee covers the period from the SLA signature date until 30 June 2017.
You cannot share your user account with other staff. This would be a breach of the SLA between your agency and the PSC and a breach of the third party licensing requirements. The PSC regularly audits account usage.
To protect the confidential MOHRI data, the PSC have invested in an SSL (secure sockets layer) certificate with high level encryption. The use of an 'https:' prefix in the WACA web address ensures an additional encryption/authentication layer.
Generate reports for more than one agency
Every user will require a licence and user account. By arrangement with PSC and the agencies involved, users may be given access to data for multiple agencies.
Machinery of Government (MOG) changes
As per the SLA, it is the responsibility of the agency to contact the PSC in the event of a machinery-of-government change to discuss any impacts on data history or continuity and user accounts.
System outages and updates
Messages about new or amended reports and upcoming scheduled outages and the like will be posted onto a message board built into the Reporting Portal. If, however, the system were to be completely unavailable and users were unable to log in, an external message page will be activated. Notifications will also be emailed to licensed users.
New quarter data
Messages about newly available data will be posted onto a message board built into the Reporting Portal. Notifications will also be emailed to licensed users. As a general rule of thumb, new quarterly data will be uploaded into the WACA Reporting Service approximately 8 weeks after the end of each quarter.
