Terms and conditions for using end-of-trip facilities

Definitions

Terms used here have these meanings:

  • Access card means the card which is issued or programmed to enable access to the showers, bike storage and change rooms (end of trip facilities).
  • PIN means the code which is issued to enable access to the showers, bike storage and change rooms.
  • Accommodation Office (us) means the State of Queensland acting through the Department of Energy and Public Works.
  • Applicant means a person who has sought but who has not been granted access to end of trip facilities.
  • Building means the building nominated in the application for use of end of trip facilities form.
  • End of trip facilities (the facilities) means any:
    • bicycle parking facility
    • shower facility
    • change room facility
    • locker facilities
  • User (you) means the person who is approved to access.

1. Eligibility criteria

  • 1.1 The minimum eligibility criteria for facility access:
    • Queensland Government employee, or a non-Government employee who works in the building in which the facilities are located
    • applicant has completed and submitted the application for use of end of trip facilities form (PDF) (PDF, 140KB)
    • applicant has completed the emergency procedures induction
    • applicant has presented their government photo identification or other suitable photo identification to building security
    • applicant has not previously had access to an end of trip facility terminated for breach of these terms and conditions
    • applicant has not breached the Code of Conduct for the Queensland Public Service in accessing and using the end of trip facilities.
  • 1.2 If demand for end of trip facilities exceeds availability:
    • Applicants who satisfy the eligibility criteria may be placed on a waiting list
    • Applicants who work in the building in which the facilities are located will be prioritised over other applicants. External applicants will need to provide satisfactory evidence that they have applied to access facilities in the building in which they are located prior to applying for access to an alternative facility.
    • confirm they will abide by the Code of Conduct for the Queensland Public Service in accessing and using the facilities
    • provide satisfactory evidence that they work in the building where the facilities are located.

2. Use of end of trip facilities

  • 2.1 The access card or PIN is issued in accordance with these terms and conditions and the application for use of end of trip facilities form.
  • 2.2 The access card or PIN may be used to enter/exit the facilities from the date on which it is issued or appropriately programmed, until the card is surrendered or reprogrammed, or access is otherwise terminated by the Department of Energy and Public Works.
  • 2.3 The access card or PIN must not be given to or used by any person other than the user.
  • 2.4 Entry to the facilities is restricted to those with an access card or PIN. You must not attempt to follow another person into the facilities without swiping your access card.
  • 2.5 You must only enter and exit the facilities using the designated access and egress paths and points suitable for your means of transport, that is, pedestrians must use pedestrian paths, cyclists must use cycle paths only.
  • 2.6 Only users whose workplace is within the building, and who hold a red or blue Queensland Government identification card, may access the facilities after hours Monday–Friday and on weekends and public holidays.
  • 2.7 Subject to clause 2.6, the access card may only be used for access to the facilities 7am–6pm Monday–Friday (except public holidays in the city where the building is located).
  • 2.8 You must display Queensland Government photo identification or a current visitor pass when in the building, including the facilities.
  • 2.9 You agree to produce the access card upon official request from an authorised Protective Services officer or building management.
  • 2.10 You must ensure you do not access and use the facilities in a way which would or may:
    • damage the facilities, any other part of the building where the facilities are located, or any personal or other property located in the facilities
    • place the safety of yourself, any other user, or building occupants at risk
    • place the security of the facilities, property in the facilities or building where the facilities are located, at risk.
  • 2.11 Access is granted on the basis that you will regularly use the facilities. We may audit access card records to determine the frequency of use. We may terminate access of any user who does not use the facilities at least 25 times during any 3-month period. Users with a locker allocated to them must use the facilities a minimum of 2 times a week in order to retain the use of the locker. Failure to do so without prior approval from endoftripfacilities@epw.qld.gov.au may result in the locker being reallocated to another user.
  • 2.12 Please notify us if you no longer wish to use the facilities and surrender the access card at the Protective Services console at the relevant building.
  • 2.13 If the access card is lost, you must report the loss to the Protective Services console located in the relevant building as soon as possible. A $50 (GST exclusive) charge applies for the loss of an access card.

3. Termination or suspension of access

  • 3.1 You may request suspension of your access if you do not intend to use the facilities for the minimum frequency set out in clause 2.11, over a period of 3 months, due to injury, illness, leave, secondment or any other reason.
  • 3.2 Following any suspension of access under clause 2.11, you may request by email that access be resumed. A request for resumption of access under this clause will not be treated as a new application and will be given priority over applicants on the waiting list. If there are multiple requests for resumption of access, they will be given priority in the order in which they were received.
  • 3.3 A user's access to the facilities will terminate:
    • on 7 days' notice from us, for any reason
    • automatically and without prior notice, if you fail to comply with any of these terms and conditions or the Code of Conduct for the Queensland Public Service
    • automatically and without prior notice, if you do not use the facilities for the minimum frequency set out in clause 2.11.
  • 3.4 On termination or suspension of access to the facilities:
    • you must promptly remove all your property from the facilities
    • you must promptly surrender your access card to the Protective Services console located in the building. If your access card provides access to other areas of the building and will still be required despite the termination or suspension of access to the facilities, we will arrange for the access card to be reprogrammed.
  • 3.5 Any person accessing or using the End-of-Trip facilities must also comply with all Building Rules and Procedures. Failure to do so may result in your access being cancelled.

4. Uncollected property

  • 4.1 If you have not removed all your property from the facilities within 3 months of access being suspended or terminated in accordance with clause 2.11, we will attempt to contact you at the email address nominated in the application form or as subsequently notified to us in writing.
  • 4.2 If you do not respond to us within a further 7 days of receiving the email referred to in clause 3.1 and 4.2, you authorise us to remove your personal belongings from the facilities (including, where necessary, cutting any padlock, lock or chain securing those belongings), in the presence of a representative of Protective Services.
  • 4.3 We will store any removed personal belongings for a 3 month period. If you do not claim the property within that time, you authorise us to dispose of those belongings, at our discretion.

5. General

  • 5.1 The shared areas of the facility are under 24 hour CCTV surveillance.
  • 5.2 You authorise us and Protective Services officers to open and inspect any locker including, where necessary, by cutting any padlock owned by you.
  • 5.3 The use of the facilities is solely at your own risk. You will have no claim against the State of Queensland or its employees or agents in contract or otherwise for any loss, theft or damage to property or personal injury or loss of life directly or indirectly related to the use of the facilities by you or any other person/s authorised to use the facilities.
  • 5.4 You indemnify the State of Queensland and its employees or agents against any claim which may be brought against or made upon or incurred by them, whether directly or indirectly, related to the use of the facilities by you or any other person/s authorised to use the facilities. This indemnity shall not apply to the extent such claims arise out of the negligence or wilful misconduct of the State of Queensland and its employees or agents.
  • 5.5 You must promptly notify us of any changes to the user's contact information notified in the application form.
  • 5.6 You must promptly respond to all requests for information from us about your access to the facilities.
  • 5.7 You must promptly notify any lost property, damage to the facilities or maintenance issues to the Protective Services console located in the building.

6. Bicycle and scooter parking

  • 6.1 Bicycle racks are not individually allocated.
  • 6.2 It is strongly recommended that your bicycle or scooter is securely locked.
  • 6.3 Individuals are responsible for providing their own locks and chains.
  • 6.4 Locks and/or chains left on bicycle racks when not in use will be removed and disposed of.
  • 6.5 Bicycles must be placed on the rack only and not left freely around the facility.
  • 6.6 Please follow appropriate manual handling procedures when placing your bicycle on the rack.
  • 6.7 Please be considerate of other users when parking your bicycle or scooter in these facilities.
  • 6.8 Ensure the bicycle storage facility door is closed upon exiting.
  • 6.9 Bicycle cages are to be used for storing bicycles and scooters only.
  • 6.10 Charging of E-Scooters or E-Bikes is only permitted where there are approved charging stations provided for that use.

7. Use of change rooms and lockers

  • 7.1 You must access the change room using the access card or PIN code supplied on approval.
  • 7.2 Please be considerate of other users when using this facility.
  • 7.3 You are to ensure the change room is left clean and tidy after use.
  • 7.4 Ensure the change room entry/exit door is left closed at all times.
  • 7.5 You are requested to save water.
  • 7.6 Personal belongings are to be stored in the lockers only, with exception of towels which must be placed either in your locker or on the provided towel hooks. Work-related personal protective equipment, field equipment and clothing are not to be stored in the facilities.
  • 7.7 It is recommended that all personal items are securely locked in a locker. You are responsible for providing your own locks.
  • 7.8 Items provided for use within the change rooms (including irons) must be used in an appropriate manner. Misuse or damage to such items may result in them being permanently removed from the facilities.
  • 7.9 No personal electronic items may be used in the facilities without prior written approval and the device being tested and tagged. This includes but is not limited to hair dryers, straightening irons, clothing steamers etc.
