As a public service employee, you can expand your experience and capabilities in different roles through a secondment, transfer, or interchange arrangement.
A secondment is where you are temporarily assigned to perform different duties at:
- your existing level
- a higher classification level (‘higher duties’)
- a lower classification level, with your consent (redeployment).
This can be within your current department or to another department.
The Chief Executive of the Public Service Commission can second senior executives in consultation with their chief executives.

Interchanges are flexible arrangements that allow you to take a temporary role in:
- any tier of government
- private or public sector
- non-government organisation

Your chief executive can choose to:
- transfer you to another location, job, or department, unless you have reasonable grounds to refuse the transfer
- appoint you to a lower classification level (redeployment) if you consent.

Work performance arrangement
You can perform work for another public or private organisation (excluding non-profit organisations).
The CEOs of both organisations agree the terms and length of the arrangement. The ‘home’ organisation still employs you, but your CEO agrees that you work for the other organisation.
