Minimum Obligatory Human Resource Information (MOHRI)

The MOHRI data is collected on a quarterly basis by the Public Service Commission. The MOHRI data provides information on the Queensland public sector workforce profile to:

  • undertake evidence based data analysis to inform government policy, planning and decision making about the Queensland public sector
  • identify strategic management issues across the Queensland public sector
  • assist government wages policy and wage bargaining processes
  • identify relationships between workforce trends and the overall direction of workforce policy across the Queensland public sector
  • provide benchmarking information to agencies
  • evaluate service-wide and agency workforce policies and performance.

Section 46 of the Public Service Act and Directive 05/14 outlines the responsibilities of agencies to provide this information.

Data use

MOHRI data is collected on:

  • age
  • gender
  • occupation
  • employment equity target groups
  • employment status
  • appointment type
  • employee separation
  • leave
  • location
  • salary.

Data flow process

  1. Agencies extract MOHRI data from their HRIS according to the current file specification.
  2. The data is submitted, validated and approved by the agency through PL27. The Public Service Commission collates agency data for whole-of-government reporting and analysis.

Role of the Public Service Commission

The PSC advises agencies on:

  • the defined MOHRI requirements
  • MOHRI users to whom data is to be sent
  • the frequency with which data is to be provided to MOHRI users.
