Subordinate (or delegated) legislation made under an Act, covering matters likely to experience frequent change.

Usually used under the Public Records Act 2002 to assign a relevant public authority and transfer responsibility for public records to that authority following a machinery-of-government change where the responsibility for records is unclear or not specified in legislation.

Regulations under the Act are also created when an authority established for a specific purpose (e.g. commission of inquiry) ends, and responsibility for the records created needs to be assigned.
